what is mostly hard when tried to use it and even after cutting it open and getting what was still not hard it didn't seem to dry up correctly or work good at all

Used it as an adhesive to attach "ground effects" plastic panels over rocker panels that had rusted away where the panels would have attached by push-pin clips. Very strong attachment between the unpainted inside of the plastic (fiberglass?) panels and the repainted (Rustoleum) steel rocker panels. Also slightly flexible which I wanted as steel and plastic have different expansion/contraction coefficients (with temperature change) which will stress the Adhesive Sealant. Also, the Chevy Cobalt is black so this product (Permatex Black Silicone Adhesive Sealant - 11 oz) didn't even need to be painted over to blend in with the paint. Good stuff!

Used to seal two pieces of metal in the truck area before welding.
