    What type of RTV sealant should I use with this gasket?

      No, there is no need to add any type of sealant or glue to the gasket. This Pro-King Automatic Transmission Filter Kit, Part No. FK-322 is a bolt in type.

    my tansmission bolts were loose for over a year and most of the fluid dripped out. i tighten the bolts and added fluid, now my transmission slips in drive, could this be due to a clogged transmission filter, i believe that dirt may have entered the system because the pan was so loose.

      Yes a clogged filter could cause slippage. To much fluid could cause slippage as well.

      dirty filter mostly means that it will shift slow "rev's up higher before it shifts" slips mostly means the bands in the tranny are probablly bad .
