Is it safe and recommend to use on flex pipes and will it pass inspections here in VA

No Carlos! After the fibers have been heated, they lose their initial flexibility. This does not reduce the thermal properties of the exhaust wrap. Be aware of this before you decide to remove the wrap. For this reason, you should avoid wrapping any flex-pipes or flex-joints.
DOES IT HELP WITH NOISE INSIDE THE CAR A LITTLE

This Design Engineering Exhaust Wrap Tan Part number 010102 helps reduce under-hood heat by up to 50% to improve performance. Less under-hood heat means a cooler charge air for more horsepower and reduced stress on under-hood components like starters and alternators.

this wrap keeps under hood temps down and also keeps heat in the exhaust for better exhaust scavging in other words keeps heat in the exhaust so it flows better. more horsepower. and every little bit helps when racing cars. i need to buy some of it for my car. it really does nothing for noise inside or outside of the vehicle.
