Fuel pressure regulator is to maintain a constant fuel pressure above the intake manifold pressure. The difference in pressure between the fuel rail and intake manifold or differential pressure across the injector should be maintained at a level to suit optimum injector operation.
The symptoms of a bad fuel pressure regulator include, Lack of fuel pressure, excessive fuel pressure, black smoke and rich engine running condition, instant drop of fuel pressure once the vehicle has been turned off, delay building sufficient fuel pressure.

To find the fuel pressure regulator location on your 99 F150, I recommend visiting your local Advance Auto Parts store and purchasing Haynes Repair Manual. The book will inform you on the fuel pressure regulator's exact location. The manual will direct you step by step with detailed instructions on the replacement process, it will also inform you on what tools you will need to perform the task.
