There are a number of things that could be causing those codes. The two most likely things causing it are either the downstream O2 sensor or that the catalytic converter has gone bad.

I just had the PO420 code on my 2002 Honda Accord and I installed a Bosch downstream O2 Sensor. My check engine light went off and the car is running better than ever. If your car is running rough or is hesitating when you accelerate, you may want to check your catalytic converter to make sure it isn't stopped up. This condition sometimes will produce a rotten egg smell when you rev up the engine or accelerate. I hope this helps.

To test O2 sensors you will need an O-scope. It shows the cross counts on a graph. Most shops should have this tool.
How can I tell if my car requires a california emmisions version? car was purchased used nad origin is unknown. will calif emmisions version work for either ?

The California emmissions version will work for your vehicle. The California emmissions version is for your vehicle to pass emmissions in California, California has harder emmission standards than the other states.
