After issues with 2013 VW CC found these and took a shoot as the OEM didnt need to be programmed. Tire store put these on and used their NAPA programming Tool and worked like a charm. Finally a good replacement for aftermarkter!

Although this was supposed to be a DIY solution and should have linked by just following the relearn on the vehicle it would not link. Even the tire shop couldn't get it to connect using their TPMS scanner. After some searching, I found a video that talked about them being locked. Following these steps finally allowed the TPMS sensor to link using the standard learning procedure. Not sure why they would come "locked" to an auto parts store just be aware.
