This is the part I need for my 96 Plymouth Neon Highline (SOHC) but I need to know, does this part involve dropping the fuel tank?

ummm no, you do NOT drop the fuel tank to replace the Fuel Filter on a 95-99 dodge neon....the filter is located on the frame rail next to where the fuel pump is located, in the rear passanger side of the vehicle. Jack up the rearend of the vehicle (use jack-stands too) **Disconnect the negative battery cable** On the front of the fuel rail there is a cap for the Fuel Pressure Test Port (gas will come out of this so catch it with papertowels or shop towels) this works about the same as a tire valve, just use a screwdriver and press down on the schrader valve (the thing inside the tube) once that is done you can swap out the fuel filter. Quick Refrence if u own the book for this procedure is chap4 sec 2...and...chap1 sec 27
