Installed a new steering rack and a new pump. I followed procedures, keeping front wheels off the groin and turning the steering wheels left to right while the engine is off. I maintained the fluid level as i purges the air out. Repeated this with the engine running, and I have the whining noise from the pump vanes... I will pull this and return it when i have time!
