This is an ingenious idea, it allows you to replace or clean the orifice tube as needed. The instructions aren't for the average person. This part is basically a compression union. You need to cut and deburr the tube. If it's not 100% round you can clamp it in a flaring block, or work an adjustable wrench around it to make it perfectly round. Wire brush the paint off the outside, clean the inside of the hose. Lubricate the threads and compression ring, insert the tube into the fitting being sure that the compression ring is approx 3/8" from the end of the tube with the tapered end facing the nut. You can always tighten it a little and take it back apart to make sure it's seated properly. I would guess if you think this is a bad part you may not have assembled it correctly.
