      Hi Jean, glad to assist you! This part does not come with any special tool to remove the tamper-proof screws. Find the matching removal tool for the tamper-proof screws. You can only remove the tamper-proof screws with the matching tool. They were made that way so it would be very difficult for unauthorized people to remove the screws. Only people with the right tools can remove them. It is nearly impossible to remove tamper-proof screws any other way. Remove the tamper-proof screws with the matching tool. The tool can remove screws quickly with help from an electric drill or air gun. You can also remove the screws manually. The tool fits over the head of the screw and has teeth to help it stay in place.You must press down, and turn the tool counterclockwise at the exact time to remove the tamper-proof screws.

Where my license plate is mount on my car, where i screw my plate, the mount area has two plastic nuts, it is manufactured on the factory body of the honda.
