It's a belt. It fit the Volvo 850 GLT I own. Belt quality seems fine, nothing stands out good or bad there. Before you swap this belt, get the correct tool for swapping serpentine belts on Volvo 850s. The generic one doesn't work and you'll end up cussing profusely as you try to swap it out without losing fingers.

Next, PAY ATTENTION TO BELT ROUTING. I didn't and spent half an hour fiddling to figure out the correct way over and under the idler pulleys. It's not intuitive, you've been warned.

      All belts need to have tension on them. I have never heard of just a "tensioner belt". Please provide further information for further assistance.
