My wipers in my 2000 Ford Taurus had stopped working, after a wiper motor replace and a multi-switch replace, they still didn't work. I Googled for help and was lead to check the relays. Tapping on the old ones, my wipers worked. So I bought the two that control the motor and speed and my wipers work again!

no, you need to check fuses, and bulb sockets... if they are melted, replace. then if all that is ok, it's your brake light switch.

The starter relay is usually located under the hood on most vehicles. Part No. 30022 is the Haynes repair manual for your vehicle which should list the placement of all the relays and fuses for your vehicle.
