    Can move the butterfly at all to clean it? Or do I need to pull it off first.

      With reference to your on the Cardone Throttle Body - Remanufactured - Part No. 67-3000, you must pull and bend the black intake rubber tube to the side and spray some carb cleaner onto the butterfly-valve to clean it.       The reduced engine power warning is caused by various factors such as a bad throttle body which need to be replaced and reprogrammed, insufficient coolant level, bad accelerator position sensor etc. I would suggest taking your vehicle to a certified mechanic for a proper diagnosis before buying and having parts installed that may not (solve/be) the problem.
