    can a fuse be tested while still installed

      Yes they can. You can use a 12volt test light to do that. Make sure to test both sides of the fuse. Because if you have a fault in a problem circuit and the fuse is good, but you're still not getting voltage through the fuse or "a good connection", then you're going to still have a problem with that circuit and that problem will lie somewhere else.
