The alternator does not include the voltage regulator. It has to be purchased separately or else the stock voltage regulator can be used with the alternator.

This voltage regulator should be inside the alternator. For help with your project, I recommend purchasing a repair manual specifically for your vehicle. This should be able to assist you further into detail on how to repair or replace specific parts.

Sounds like a bad alternator. Your voltage shouldn't go over 14.7v when driving. 18? take your car to a local advance auto parts store and have them check the alternator and they will assist you in whats you need to fix your vehicle.

It could be both. I recommend that you go into your local Advance Auto Parts store and get your alternator tested. If it tests good, try your voltage regulator next.
